Requirements for installing a gas boiler
Many apartment owners also refuse central heating and prefer the autonomous option, wanting to save money and turn on and off the heating of the premises when they see fit. But in order for such heating to be safe and efficient, it is necessary to comply with the requirements for installing a gas boiler.
In the organizations that control gas supply, the necessary documents are drawn up and agreed upon both for connecting the gas main to the house and for installing heating units.
HOW TO REPLACE A GAS BOILER WITH A NEW one
It would seem that it could be simpler than replacing an already installed boiler with a new one. The design documentation has already been prepared, the specifications have been completed. But, not everything is so simple. The fact is that, according to existing requirements, replacement is equivalent to redevelopment of the premises and requires re-approval.
The re-registration process begins with an application for replacement submitted to the gas distribution organization.
To obtain technical specifications, you will need to submit the following documents:
- Documents evidencing ownership of the house and surrounding area.
- Passport.
After receiving the application, Gorgaz will put the boiler in the queue for shutdown. Further work is performed in the following order:
- Removing the old boiler.
- Obtaining technical specifications.
- Making a new project.
- Coordination of documentation and connection.
Replacing a boiler is faster and does not require the same financial costs as when connecting a gas boiler room for the first time.
Fines for changing independently without approval
Replacing a gas boiler in a private house without permission and without drawing up a project is prohibited by law - Art. 7.19 Code of Administrative Offenses of the Russian Federation “Unauthorized connection and use of electrical, thermal energy, oil or gas.” The fine ranges from 10 to 15 thousand rubles; in the event of an emergency, criminal liability is possible.
The replacement may be discovered during the next scheduled inspection: at a minimum, the boiler passport will not have a stamp indicating that specialists have carried out commissioning work. Then the gas distribution company terminates the contract, disconnects the house from the gas main, and imposes penalties.
However, in most cases, gas workers do not pay attention to the changes made or turn a blind eye even to serious violations; it is often possible to reach an agreement with the workers. Many owners of private houses, especially in rural areas, actively use loyalty, but what works today can be interrupted tomorrow, and it is impossible to legitimize an already installed gas boiler. Therefore, despite the huge bureaucracy, we recommend that you initially arrange a replacement in accordance with all the rules, especially since the process can be entrusted to specialists for relatively little money.
IS IT POSSIBLE TO REPLACE THE GAS BOILER YOURSELF?
It is impossible to replace a gas boiler yourself, without contacting regulatory organizations, and is punishable by a fine. In practice, a large number of owners of private houses still change their boiler equipment without approval.
After violations are identified, they simply pay a fine and pay for the production of a new project. Provided that the power of the thermal unit has not been changed upward, usually no approval will be required. Legalizing a replacement is often easier than completing all the documents in accordance with current legislation.
IS A NEW PROJECT NEEDED WHEN REPLACING A GAS BOILER
The project specifies the model, type and power of the heating unit. In addition, each boiler has its own serial number, indicated in the technical passport and included in the project documentation. Therefore, when replacing, you will need to make a new project indicating new data.
You must go through the following registration steps again:
- Obtain technical specifications for replacing a gas boiler. At this stage, the gas distribution company can change the performance of the unit based on the actual living area of the house.
- Make a new project.
- Obtain approval by providing a gas distribution project, technical specifications, and the results of checking the chimney duct.
- Replace the old unit with a new one.
When replacing an old gas boiler with a new one, the following documents are needed:
- Passport.
- Documents of the owner of the residential premises.
- Technical passport for gas equipment.
- Technical conditions.
Standard prices for replacing already installed gas equipment are 1000-1500 rubles, depending on the region.

The property owner must first complete the following documents:
- Certificate for the boiler, which must meet Russian requirements for safe operation.
- Inspection report for indoor smoke ventilation systems.
- Technical passport and factory operating instructions for the unit.
- Reconstruction project for a gas boiler installation system.
- For a double-circuit model, a sanitary and hygienic certificate for the hot water system will be required.
- Once all the listed materials have been prepared, you can transfer them to the appropriate gas department to obtain a permit to operate new gas equipment.
IS IT POSSIBLE TO REPLACE A GAS BOILER WITH AN ELECTRIC BOILER?
Replacement is quite possible, but for this you will have to obtain permission from another organization involved in electricity supply. Documents are needed only if the electric boiler has a power of more than 8 kW. Up to this performance limit, the unit belongs to ordinary household water heating devices of the boiler type, therefore, it is installed without permits or approvals.
For productive electric boilers, a separate power supply line will be required. You will need to make a project and obtain permission to increase the amount of electricity allocated. Separately, you need to write a statement about disconnecting the gas boiler from the main line.
ARE THERE PENALTIES FOR INSTALLING OR REPLACING A BOILER WITHOUT A PERMIT?
Installing a boiler without permission is a strict violation of existing standards and is equivalent to redevelopment of a residential premises. This omission is punishable by penalties imposed after they are identified during the next inspection by gas workers.
Serious violations lead to gas supply being cut off. After paying the imposed fines and correcting the identified defects, the equipment is allowed to be put into operation again.

The installation of individual heating boilers is widely practiced at low-rise individual sector facilities and in individual low-rise apartment buildings not connected to centralized heating networks.

Registration of hazardous production facilities (hazardous production facilities) in Rostechnadzor
To register objects in the state register of organizations operating these objects, no later than 10 working days from the date of commencement of their operation
submit information characterizing each object to the registration authority. This does not mean the actual start of operation of the facility, but obtaining permission to put the facility into operation, formalizing a decision on putting pressure equipment into operation, etc.

, in which all quantitative and qualitative characteristics of objects, all dangerous factors must be identified.
The following documents are considered for identification:
- design documentation;
- justification for the safety of a hazardous production facility (if such a justification has been developed);
- industrial safety declaration (if developed);
- technological regulations;
- master plan for the location of buildings and structures;
- information about the technologies used in main and auxiliary production;
- specification of installed equipment;
- documentation for technical devices used at the facility (passports, operating manuals, permits);
- data on the amount of hazardous substances that are or may be present at the facility at the same time.
List of documents for submission to Rostechnadzor
To register a hazardous production facility, the operating organization submits the following documents to the territorial department of Rostechnadzor to find the legal address of the organization:
- Application (sample, application form for registration of a public organization);
- Information characterizing the hazardous production facility (in 2 copies for each object, sample, form of Information characterizing the hazardous production facility);
- Power of attorney for a representative of the organization (original and copy);
- Inventory of documents (inventory form);
- Copies of documents confirming the existence of
hazardous production facilities, including land plots, buildings, structures and structures, under the right of ownership and use - Copies of documents containing justification for the safety of the hazardous production facility (if any), indicating the details for registering a positive conclusion from the industrial safety and industrial safety standards;
- Copies of documents that contain the text part of the “Technological Solutions” subsection of the design documentation (documentation) for capital construction projects

Before registering a public utility, some technical devices must be registered

Exclusion of public benefit organizations from the register
To exclude a hazardous production facility from the state register in the event of its liquidation or decommissioning, or loss of signs of danger, it is necessary to submit an application (with an inventory and a power of attorney) to the registering authority, attaching documents confirming:
- liquidation of an object or its decommissioning (acts of dismantling, acts of conservation, degassing, etc.);
- loss by the object of the danger signs specified in Appendix 1 to the Federal Law “On Industrial Safety of Hazardous Production Facilities”.
For example, on September 1, 2016, amendments to 116-FZ came into force (Federal Law No. 170-FZ of June 2, 2016), according to which hazardous production facilities do not include facilities operating under pressure of natural gas or liquefied petroleum gas up to 0.005 megapascal inclusive of gas distribution networks and gas consumption networks. Thus, all facilities (boiler houses, etc.) that circulate gas with a pressure of less than 0.005 megapascal, inclusive, are subject to exclusion from the register of hazardous production facilities

Making changes to the register of hazardous production organizations
The operating organization is obliged, within 10 working days from the date of occurrence of the following changes, to submit to the registering authority an application (by power of attorney and inventory) with documents confirming the presence of changes:
- change in the composition of hazardous materials – quantitative and qualitative characteristics (replacement of technical specifications, change in the amount of hazardous substances, etc.);
- change of address of the public organization;
- change in information about the operating organization (change of name, etc.) or change in information about the owner of the facility;
- change of owner of the hazardous production facility - operating organization.
For example, Federal Law No. 22-FZ of February 22, 2017 “On Amendments to the Federal Law “On Industrial Safety of Hazardous Production Facilities” regarding the assignment of a hazard class to gas stations intended for refueling vehicles with natural gas

Requirements for chimney installation
When installing a gas boiler of any type in an apartment in an apartment building, the chimney cannot be made narrower than its outlet pipe. If the device has an open combustion chamber and a power of no more than 30 kW, the cross-section of the chimney pipe cannot be less than 140 millimeters, and with a productivity of 40 kW - 160 millimeters in diameter.
If the boiler has a closed combustion chamber, it is equipped with a coaxial chimney with a cross-sectional size recommended by the manufacturer.
Next you need to adhere to the following rules:
- the pipe going upward from the wall-mounted gas unit must have a length of at least 50 centimeters, and only then can the elbow be installed;
- more than three bends cannot be created along the entire length of the chimneys;
- combustion products from appliances with open combustion chambers are removed into the chimney, and with closed ones, also into the chimney or through the wall directly to the street (the method depends on the project).
