How to legally perform heating in a private house: obtaining and processing documents

If you are planning to begin installing a new heating system in a private home, then before you begin making calculations, as well as purchasing the necessary equipment and consumables, you need to find out what documents you will need to obtain allowing you to begin carrying out the planned work. Therefore, let us immediately note the main regulations governing the installation of an individual heating system:

  1. Resolution No. 307 “Procedure for connecting to the heat supply system”, which clearly describes the technical parameters of boilers that can be used for operation in heating systems of apartments or private houses.
  2. The Law “On Heat Supply”, the document contains applications regulating the installation of heating systems with restrictions and regulations.

  1. You will need to obtain a technical specification (TU) from the gas service at your place of residence. TU is issued upon presentation of a document that certifies the right to ownership of real estate, a copy of the BTI technical passport, a special permit issued by the architectural and planning department, a passport, and an INN.
  2. Please note that the specifications may have some differences in their content, depending on the specific purpose of the object where heating is planned, location, and intensity of use. You can receive the technical specifications within a month from the date of application.
  3. In addition, it may be necessary to prepare a topographic survey of the land plot on which the object is located.
  4. Project documentation for gas supply is being prepared. This stage of work can be done independently or with the help of specialists. The prepared project must be approved by the gas service at the place of residence.
  5. If the gas pipeline will pass through the territory of neighbors, you will need to obtain written permission from them.
  6. You will also need to prepare documents for the equipment (boiler) that is planned to be installed and an inspection report for the chimney system.
  7. After installation, you will need to receive documents on commissioning of the heating system; the period for receiving them is no more than 30 working days. Based on the documents received, gas service technicians will insert the system into the gas main, seal the metering system (gas meter), and prepare new documents for organizing gas supplies.

Installation rules and requirements


Electric boilers are compact in size, require a minimum of wiring and have a modern design, which allows them to be installed anywhere.
All general requirements are described in the PUE (7th edition). Electric boilers with a power of up to 10 kW do not require approval from the Energonadzor services. However, if you want to install a meter that differentiates electricity consumption by zone of the day, which we recommend doing in order to save money, you will still have to coordinate the installation. For boilers with a power of more than 6 kW, three-phase power supply (380 V) is required; 8-12 kW models can operate from a single-phase (220 V) network, but it will not provide operation at full power.

The choice of installation location for an electric boiler is more extensive than for gas or solid fuel boilers. Electric boilers can be installed in a residential area, for example, a corridor, hallway or kitchen, but keep in mind that in any case you need to run pipelines, wiring, grounding and other communications to it. The installation of an electric boiler in the bathroom and toilet is prohibited.

The requirements for the installation surface are also minimal, it can also be a wooden wall, but in this case it is necessary to insulate the installation site with a layer of non-combustible material (basalt cardboard, xylolite sheet).

Manufacturers also impose requirements on the space around the electric boiler necessary to ensure maintenance and repair. The values ​​differ depending on the model, so before planning the installation location and wiring, you should find them in the operating instructions. Usually this:

  • from 0.7 m from above the boiler;
  • from 0.5 m on the sides (including to the pipeline) and below;
  • from 0.7 m in front of the boiler unit;
  • at least 3 cm between the wall and the boiler.

For example, the well-known Bosch Tronic Heat 3500 model requires only 0.6 m from the bottom and 0.2 m from the other sides. Any other additional installation requirements are always described in the operating instructions, which in almost all cases can be found in electronic form.

Acceptance

After all this work was completed, I called a geophysical laboratory to measure the grounding, wiring and circuit breakers. I paid about 80 rubles.

When I received the laboratory’s conclusion, I submitted an application for acceptance by energy supervision. The first one is free, but they say that you don’t have to pay for the subsequent ones either.

About a week later (I chose the date myself) I brought the inspector to the house. He examined everything carefully and, to my great surprise, said that it was not interesting to be with me, because there was nothing to complain about.

All that's left to do is wait for the acceptance certificate and connect everything to the power line. The act was ready in about 2 weeks. I immediately wrote an application to disconnect the old input to the house and connect two inputs: for heating and a new input to the house. I paid 156 rubles for this. On the appointed day, the team arrived and completed all the work in an hour, and also double-checked the correct assembly of the shields.

Necessary conditions for designing electric heating

These conditions are:

  • absence of any other types of heating - central, gas, solid fuel (stove);
  • characteristics of electrical networks sufficient for increased consumer load (according to specifications);
  • design of an electric heating system whose maximum power does not exceed the calculated wiring reliability indicators;
  • act of disconnection from the central heating system, if one was present in the house/apartment previously.

If all conditions are met, you can proceed to the stage of preparing documents for a new tariff.

Design of electric heating - how to save?

For apartments with gas heating, the volume of electricity used over 100 kW per month is calculated at a rate of 1.68 hryvnia per kilowatt. Design and installation of electric heating allows you to pay for electricity only 90 kopecks per kilowatt, up to a volume of 3000 kilowatts per month from October 1 to April 30 inclusive. This norm was introduced by the Decree of the National Regulatory Commission for Electricity and Electricity, “On tariffs for electricity supplied to the population in populated areas” dated 03/01/2017.

The innovation immediately made it possible to reduce the estimated cost of electric heating by almost half. But that's not all. By the next resolution, dated October 1, 2017, NCREU provided the opportunity to switch to a special tariff “Electric heating”, the registration of which made the use of electricity even cheaper.
